There are many, many phones that don’t need batteries, just search for line power phones and you should find a long list, some with and some without speakerphones.
The good news here is that there are some inexpensive options.

These phones are the home version of an 1980s cellphone the size of the Presidential limo, they look a little odd by 21st century standards, but if you don’t mind the retro look, they should work just fine without needing any batteries, and without costing you an arm and a leg.
