If Seagate tools can see the drive but you can’t use it, it doesn’t sound like a hardware issue, it sounds like you most likely have to format it.
Windows won’t really do that for you, since there are many different ways to format a drive and you may need a particular format for a particular task, but once it’s done Windows should pick up on it right away.
Seagate’s SeaTool for Windows should let you format the drive, failing that Windows should be able to do it too, the steps vary depending on the version of Windows you’re using, but your best bet is to just do a search for Disk Management and go from there, you should be able to see a new device that is nothing but unpartitioned, unassigned space and Windows should be able to partition it for you and leave it ready to use.
